Having overfished their own fish stocks, European and other foreign countries have turned to African waters to sustain their fishing industries. At the time of this campaign, the EU had Fisheries Partnership Agreements (FPA) with seven West African countries including Mauritania and Mozambique and had an FBA with Senegal that the EU discontinued in 2006. The EU also had a Common Fisheries Policy (CFP) that managed the exploitation of living aquatic resources and ensured sustainable economic, environmental and social conditions.

Once celebrated as a symbol of anti-colonial struggle, Zimbabwe degenerated into a state of chaos during the turn of the 21st century after decades of internal struggle. During the thirty-year rule of Robert Mugabe’s Zimbabwe African National Union-Patriotic Front (ZANU-PF) political corruption and suppression increased alongside a deepening economic and public health crisis. State violence and suppression became explicit especially during election seasons, where ZANU-PF intimidated voters.

Mozambique, long a Portuguese colony, acquired independence from Portugal in 1975 after ten years of war. Soon after gaining independence, the large Portuguese population of Mozambique left Mozambique, harming the economic situation in the process. To further worsen matters in Mozambique, the country became entrenched in a civil war just two years after the drawn-out conflict with Portugal. Like the conflict with Portugal, the civil war lasted for an extended period of time.
