144. Stalling and obstruction

The Powder River Basin, a 20,000 square mile region stretching across Eastern Montana and Wyoming, was long the coal mining hub of North America. In 2022, the region produced over 250 million tons of coal, almost half of the total coal production in the United States that year. The five largest coal mines in the country are in the basin, and in 2009, Arch Coal introduced plans to build the largest coal mine in North America.

Taiwanese independence has been an important issue in East Asia since the country was established in 1949. Cross-strait tensions between China and Taiwan created tension within Taiwan. The two major political parties in Taiwan, the Kuomintang (KMT) and Democratic Progressive Party (DPP), hold opposite positions on how the country should handle their relationship with China. The Kuomintang are a conservative, Chinese nationalist party that ruled in China for 20 years before leaving for Taiwan.

In 2002 the provincial government of Chubut granted a gold mining concession to Meridian Gold, a Canadian mining company based out of Reno, Nevada, for a large open-pit gold mine just 7 kilometers from Esquel, Argentina. The local population was strongly opposed to this, due to the environmental impact that the mine would have, and decided to protest the action.

Early on in the Second World War, Bulgaria was a member of the Axis powers, having signed the Tripartite Pact on March 1, 1941. However, Bulgaria was not emotionally attached to the ideals of the major Axis powers. They simply signed on because they desired - and were guaranteed by Germany - the nearby territories of Thrace and Macedonia, which they had lost after their defeat in World War One. As a result, though Hitler was certainly a persuasive influence on Bulgaria’s foreign and domestic policy, he was not quite dictating every action taken by Bulgaria’s ruler, Tzar Boris III.

The political atmosphere in Japan in the 1950s was anything but calm. Still reeling from the Second World War, citizens were coming to terms with their newly democratic leaders—politicians who, before the war, had been ardently fascist. A growing nationalist movement was forming, as well as strong leftist political factions. These two movements opposed Japan’s strong ties with the United States, and disagreed with the American military presence in their country.

At the beginning of April 1961, after nearly seven years of war in Algeria as France tried to maintain its control there, French President Charles de Gaulle announced that he would begin negotiations with the Algerian nationalists and soon relinquish control of the colony.  At the time France had approximately 500,000 soldiers stationed in Algeria and very few remaining at home.  Several of the generals in Algeria, however, did not want to concede to the Algerian nationalists.  

Seeking extra tax revenue to bolster a struggling state budget, the United States state of Pennsylvania passed a bill in 2004 authorizing casinos in the state. The bill, Act 71, legalized the construction of 15 new casinos in the state, two of which would be chosen from among five proposals in the city of Philadelphia. The location, size, management, and other details remained open-ended. As the permitting process began, Philadelphia community members voiced concern to the Pennsylvania Gaming Control Board (PGCB) about the intrusion of casinos into their neighborhoods.

In March 1920, Walther von Lüttwitz, a commanding general in the German army, and Wolfgang Kapp, a German provincial official (with the help of a few other German officials, such as Chief of Staff, General Hans von Seeckt and his collaborators in the Ministry of Defense), attempted a coup d'état (called the Kapp Putsch). The conspirators had two main aims in mind: to avoid the implementation of certain articles in the Treaty of Versailles (such as the reduction of the German army) and to replace the government of the Republic with a Rightist regime.

Agitation in Iran was visible by May 1977 in predominantly intellectual circles. A group of lawyers—upset by the government’s interference in the judiciary—drafted a strongly worded manifesto chronicling the legal abuses that had occurred under the Shah’s regime. Poets formed a Writers’ Association to call for an end to censorship and the activity of SAVAK, the Shah’s secret police. A National Organization of University Teachers began fighting for academic freedom while university and seminary students called for academic freedom in the schools.

The context for this campaign starts in the early 1980s with the repatriation of the legislation that founded Canada: the British North America Act of 1867. The idea of repatriation had been around since the 1920s and was finally brought to realization in 1982 by the then Prime Minister of Canada, Pierre Elliot Trudeau.

On Valentine's Day 2011 Wisconsin Governor Scott Walker proposed his Budget Repair Bill.  This bill would eliminate the ability for several labor unions to collectively bargain with the state.  

The bill would also limit groups allowed to bargain to be able to negotiate only base wages for their members.  Additionally, this bill forced state employees to increase the percentage they would pay for health insurance from 6% to 12%, and retirement pension from less than 1% to 5.8%.  

On 29 September 2011 about 1,200 miners at Freeport’s Cerro Verde mining site began a 75-day strike. The participants were scheduled to walk off their jobs at 8:30 am Eastern Time. At midnight on the same day, 8,000 miners at Freeport’s Grasberg mine planned to begin a one month strike. The workers at both of these mines were part of the same miners union, all working towards the same goals. 

The strikes began after wage talk attempts had failed. The union’s general secretary said, “Freeport’s offer was insufficient. There was no chance of reaching an agreement”. 

In 1989, Bulgaria was part of the "wave" of nonviolent revolts against domination by the Soviet Union and its Communist-led governments in Eastern Europe (see Bulgarians campaign for democratic reforms and multi-party rule, 1989-90).

Wukan is a coastal Chinese fishing village with a population of approximately 13,000. Located in the southeastern province of Guangdong, Wukan rose to international prominence in 2011 when villagers began protesting against corruption at the city level and unfair compensation for land seizure. Villagers claim that, since 1998, more than 400 hectares of land had been seized without compensation and that corrupt Lufeng city officials have skimmed more than 110 million U.S. dollars from commercial land sale.

The United States proposed the enactment of a Free Trade Agreement (FTA) with Colombia in 2004. The United States said that, by lowering the tariffs in a few markets and by making the majority of the other markets entirely duty-free, it could become more competitive. While the Colombian Government responded positively to such a contract, significant groups declared their opposition.  

On 18 February 1960, the High Point Biracial Committee was formed to ease racial tensions in High Point. As the group gained more legitimacy, more facilities desegregated thanks in part to negotiations between the committee and city officials. By 1963, nearly all government and public institutions were integrated. The remaining stronghold of segregation was privately-owned buildings such the town theaters.

The government of Pakistan under Nawaz Sharif was widely mistrusted by
its people. Prior to the parliamentary election in May of 2013, Sharif
had already declared himself Prime Minister of Pakistan before citizens
had even voted. In 2014, former national cricket
player-turned-politician Imran Khan led a campaign that made six demands
in response to the widely shared notion that Sharif had rigged the 2013
elections in his favor. These demands included a “vote recount in four
